The Work Package 2 meets the following key project objective:
• Objective 9 - Monitoring and Analysis of Energy Flows:
To develop and demonstrate the technologies and mechanisms necessary to monitor and evaluate the energy flows and performance of the communities involved and to contribute to a joint programme of work to establish standards with other Concerto communities. Existing energy assessments of the project areas will be used as benchmarks for monitoring and evaluation of integrated energy options.

WP2.1 : Full Project Objectives (5 years programme):
• To develop and demonstrate the technologies and mechanisms necessary to monitor and evaluate the energy flows and performance of the communities involved.
• To research and implement best practice and performance modelling in the fields of energy demand and supply management, based on comprehensive life-cycle assessment under real life conditions.
• Integration of innovative technologies under full scale operating conditions to provide real time monitoring and management systems to allow early optimisation of the integrated energy networks.
• Existing energy assessments of the project areas used as benchmarks for monitoring and evaluation of integrated energy options.
WP2.1 : Description of work
• The technology and systems proposed as a focus activity in Zaragoza demonstration area will involve complex multi-level, multi-service distribution networks serving many buildings. Careful consideration will be needed to ensure that a comprehensive yet flexible monitoring and management system can be put in place equal to this degree of complexity. The team will research, discuss and agree a method of operation and then deploy their resources accordingly.
• Involvement of ENDESA, one of the world’s largest electricity companies will enable development of an area of international excellence and knowledge transfer within the project. The opportunity is to measure the energy flows and local climate at a community level where demand and supply from RES interact. This requires considerable investment and offers valuable information about the evolution of distributed generation, the role of RES in the liberalised energy market and the development of local green electricity initiatives.
• Lyon consortium has expressed a great interest in learning from the methodology used and the results measured in Zaragoza, while focusing at local level on assessment and measurement of the impact to the power distribution grid of large PV plants expected to be integrated onto the roofs of Renaissance buildings.

WP2.2 : Full Project Objectives (5 years programme):
• To analyse the actual energy performance of buildings in order to permanently improve their operation, to compare with calculated forecasts and to validate the methodology used for the calculation.
• To monitor and assist developers and constructors during the construction phase so as to secure the consistency of their works with the targets in terms of energy efficiency as defined in earlier stages of the project development.
WP2.2. : Description of work
• Analysis of the baseline energy consumption and comfort levels in various building types of each participating city.
• Analysis of local trends in energy costs.
• Development and implementation of systems to allow consumption patterns and building performance to be monitored, systematic data and information collection, including where relevant detailed instrumentation and large spectrum data collection of a small sample of operational units (dwellings, offices, shops,...) and basic surveys of larger numbers of units.
• Comparison of local trends in energy costs, consumption and comfort with savings and improvements as a result of the project.
• Evaluation of the efficiency of the various measures adopted (cost / benefit) and recommendations for future actions.
• On-site and distant assistance to developers and constructors during the whole construction process, including detailed definition of the buildings, planning of construction works and their realisation.

WP2.3 : Full Project Objectives (5 years programme)
• To contribute to a joint programme of work to establish standards and methodologies for monitoring with other Concerto communities and participation in Concerto working groups.
• To link these activities with the specific Renaissance community based WPs 2.1 and 2.2.
WP2.3 : Description of work
• Data collection and analysis of total conventional and renewable energy flows in each community, including electricity, heating and cooling and if applicable transport fuels.
• Contribution to the development of a common methodology for analysing and presenting the energy performance of Concerto Communities.
• Participation upon request of the Commission in working groups studying the energy performance of local communities.
• Contribution to collaborative socio-economic research on local communities aiming to reduce their consumption of conventional fuels, including analysis of the benefits of distributed electricity generation, the local production and use of biofuels and wastes and the use of solar and local geothermal resources for heating and cooling.
